But it’s a pointless and hopelessly random ending (that would have taken about 5 seconds to make) to an already extremely flawed episode.

Although Doctor Who is meant to be science fiction, where therefore virtually anything can happen, there are some problems with items that are key to the plot. For example, should there be a Torchwood in the alternate universe but no Doctor or Rose, when it was the Doctor and Rose that were responsible for Torchwood existing? Also, the newly created Cybermen have technically never travelled through time, and therefore should have been left on Earth at the end. It looks to me like this episode has sneakily broken a few rules to get Rose out of the story quickly, without killing her.
